Saudi Arabia has introduced a new foreign investment registration system that replaces the previous licensing-based process, in a step aimed at simplifying market entry for international investors. The change took effect in February 2025 under a new Investment Law that replaced the former Foreign Investment Law and the standalone وزارة الاستثمار (MISA) investment licenses.
Under the new framework, foreign investors must first register with وزارة الاستثمار before carrying out any investment activity. Once MISA confirms that registration is complete, the investor can issue a Commercial Registration through the Ministry of Commerce and obtain the activity-specific permits required from the relevant authorities.
The old standalone license fee no longer applies. Instead, MISA determines the registration fee after approving each application, and there is no fixed amount published in the available official material. Applicants must pay the notified fee within 15 business days, or the application becomes void. For establishments, MISA sets a financial fee covering the full registration period, which must be paid within 30 days of notification, otherwise the registration is cancelled.
Why it matters
The system establishes a national investor registry administered by MISA and provides equal legal treatment for local and foreign investors. For the business community, this means a more unified entry process and clearer steps from registration to commercial operation, supporting the goals of رؤية السعودية 2030.
Applications and notifications are handled through MISA's electronic services. The available official material does not specify a single standard registration validity period or a fixed renewal fee, so investors should confirm current requirements directly through the ministry's electronic channels before applying.
