Saudi Arabia operates four Special Economic Zones designed to attract investment with targeted incentives: King Abdullah Economic City (KAEC), Jazan, Ras Al-Khair, and the Cloud Computing and Informatics zone. Updated regulatory frameworks for these zones were published on 16 January 2026 and take effect 90 days later, in April 2026.
To benefit from the incentives, companies must obtain the relevant zone licence and carry out approved activities. Qualifying businesses in the geographically defined zones can access tax, customs, VAT, labour, and regulatory advantages, along with special customs treatment for eligible goods entering or remaining in the zone.
The four zones
The KAEC zone sits in Rabigh Governorate in the Makkah Region and focuses on logistics, advanced manufacturing, food processing, pharmaceuticals, automotive, and marine industries. The Jazan zone, in Jazan Economic City, targets industrial manufacturing, food processing, metals, chemicals, and logistics. The Ras Al-Khair zone in the Eastern Province is built around maritime industries, shipbuilding, offshore services, minerals, metals, and mining-related manufacturing.
The Cloud Computing and Informatics zone is different. It is a virtual zone, requiring a company headquarters in Riyadh, while data centres may be set up anywhere in the Kingdom if regulatory conditions are met. It covers cloud computing, data centres, artificial intelligence, cybersecurity, and digital infrastructure. Unlike the other three, it is not a geographically defined customs zone, so it does not receive the same customs-suspension treatment. Electricity is advertised at a competitive benchmark of USD 0.05 and companies remain subject to Saudi income-tax law — it is not a blanket zero-tax zone.
There is no official fixed schedule of application, licensing, rent, utility, or service fees in the available material. Costs vary by licensing authority, activity, premises, utilities, and project. The zones form part of wider efforts to diversify the economy and expand opportunities for investors and the workforce across the Kingdom.
