Saudi Arabia operates four Special Economic Zones designed to attract investment and diversify the economy, each with a distinct industrial focus. The zones are regulated by the Economic Cities and Special Economic Zones Authority (ECZA), with detailed frameworks approved in January 2026 and scheduled to enter into force on 16 April 2026, 90 days after publication in the Official Gazette.

The four zones at a glance

The KAEC SEZ, located in King Abdullah Economic City in the Makkah Region, focuses on automotive and mobility industries. The Jazan SEZ in the Jazan Region targets agribusiness and food processing. The Ras Al-Khair SEZ in the Eastern Region is dedicated to maritime activities, heavy industry, mining, and industrial operations. The Cloud Computing SEZ is based in Riyadh and designed for cloud-computing and information-technology activities; eligible companies may operate data centers elsewhere in the Kingdom provided their headquarters remain in Riyadh. The Cloud Computing SEZ regulations were dated 16 January 2026.

Incentives and requirements

The zones offer targeted tax and customs benefits for qualifying activities, including potential withholding-tax and Zakat exemptions, customs-duty suspensions, and 0% VAT treatment in specified cases. They operate under separate regulatory frameworks and may provide exemptions from parts of the Companies Law, Commercial Register Law, and Trade Names Law.

Licensed entities conducting qualified activities must meet economic-substance requirements, including adequate premises and assets, sufficient Saudi-based full-time personnel, proportionate operating expenditure, and management of the qualified activity from within Saudi Arabia. At least one director responsible for the qualified activity must be resident in the Kingdom, and strategic board decisions must be made and documented in Saudi Arabia.

Investors apply through the official ECZA service, “Issue Investment License for a Special Economic Zone.” The responsible zone authority must issue detailed guidelines specifying licensing conditions, procedures, and requirements for each zone. Exact application fees, license fees, and validity periods have not yet been published.
