Saudi Living explains the key rules businesses and consumers need to know about Value Added Tax (VAT) in Saudi Arabia, where a standard rate of 15% applies to most taxable goods, services, and imports supplied within the Kingdom.

Not all supplies are treated the same way. Zero-rated supplies include qualifying exports outside the GCC, certain international passenger and goods transport, qualifying medicines and medical goods, and certain investment metals. Separately, exempt supplies cover specified financial services, life insurance, residential property rental, and certain real-estate transactions.

Who must register

Resident businesses are required to register for VAT when their taxable supplies exceed SAR 375,000 over a rolling 12-month period. Voluntary registration is available once taxable supplies or taxable expenses reach SAR 187,500 across 12 months. Nonresident businesses that make taxable supplies to non-taxable Saudi customers generally must register from their first taxable supply, with no minimum threshold.

Registration, returns, payments, and deregistration are all handled electronically through the online portal of the Zakat, Tax and Customs Authority (ZATCA). Businesses with annual supplies above SAR 40 million generally file monthly returns, while those at or below that level file quarterly. The return and payment deadline is generally the last day of the month following the relevant tax period.

For the community, understanding these rules matters because VAT affects day-to-day prices as well as business compliance. Companies that fail to register when required may face a penalty of SAR 10,000, so knowing the thresholds and filing deadlines helps both residents and business owners stay on the right side of the rules.
