Saudi Arabia has attracted close to SAR 6 trillion in domestic and international investments since its National Investment Strategy began, The strategy, launched in October 2021, aims to reach SAR 12 trillion in total investments by 2030.

The data points to steady momentum in capital activity across the Kingdom. Gross fixed capital formation rose from SAR 704 billion in 2020 to SAR 1.35 trillion in 2025, reflecting rising spending on projects, infrastructure, and productive assets.

How investment registration works now

Under the current framework, the وزارة الاستثمار uses investment registration rather than the older investment-licence terminology. The registration fee is not a fixed published amount; instead, the Ministry sets it after approving an application. Once notified, the applicant must pay the approved fee within 15 business days, or the registration becomes void.

Company incorporation itself is handled electronically through the Ministry of Commerce, with the service listed as completed within 72 hours. Current incorporation fees include SAR 1,200 for a limited liability company, SAR 1,600 for a joint-stock or simplified joint-stock company, and SAR 1,000 for a general partnership. Additional charges may apply for commercial registration, publication, trade names, VAT, professional and municipal requirements, and sector-specific permits.

For residents, expats, and business owners, the figures signal continued expansion in opportunities across many sectors. The streamlined, largely digital setup process is designed to make it easier for new companies to establish and operate in the Kingdom as it works toward its 2030 investment goals.
