Saudi Premium Residency Explained: 7 Pathways & Costs

Saudi Premium Residency is a special residence status that lets eligible non-Saudi nationals live in the Kingdom with a wide set of rights, without the traditional employer-sponsorship model. First launched with two options, the program expanded in January 2024 into seven distinct products, each designed for a different type of applicant — from highly skilled professionals and investors to property owners and entrepreneurs. This guide from سعودي ليفنج explains the pathways, the requirements, the costs, and how to apply.

Where and how you apply

All Premium Residency applications are submitted through the Premium Residency Center's official online portal at pr.gov.sa. This is important to remember: everyday government apps such as أبشر, مقيم, قوى, ناجز, نفاذ, and توكلنا are not the primary channel for this program. You complete the application, upload documents, and pay directly on the dedicated portal.

There is a one-time application processing fee of about USD 170 (roughly 638 ريال سعودي), paid online during the application. After submission, the Premium Residency Center reviews your file and may ask for additional documents before issuing the residency and finalizing any remaining payments.

The seven Premium Residency products

The program offers seven pathways so applicants can choose the one that matches their profile:

  • Special Talent — issuance fee 4,000 ريال سعودي; generally valid for five years and renewable. Salary thresholds vary by track, including 14,000, 35,000, or 80,000 ريال سعودي per month.
  • Gifted — 4,000 ريال سعودي; typically five years, and requires recognition or a recommendation in an eligible cultural, sporting, or artistic field.
  • Investor — 4,000 ريال سعودي; requires at least 7 million ريال سعودي in qualifying investment and the creation of at least 10 jobs.
  • Entrepreneur — 4,000 ريال سعودي; qualifying tracks include at least 400,000 ريال سعودي with a minimum 20% ownership stake, or at least 15 million ريال سعودي with a minimum 10% stake.
  • Real Estate Owner — 4,000 ريال سعودي; requires qualifying residential property valued at least 4 million ريال سعودي in designated areas.
  • Limited Duration — 100,000 ريال سعودي per year; renewable for one to five years, with a possible cumulative multi-year reduction under the regulations.
  • Unlimited Duration — 800,000 ريال سعودي one time; this is the permanent-residency option.

General eligibility requirements

Beyond the product-specific conditions, applicants usually need to meet a shared set of baseline requirements:

  • Be at least 21 years old.
  • Hold a valid passport.
  • Demonstrate financial solvency.
  • Provide a clean criminal record.
  • Pass the required medical examination.

During the application you upload supporting documents such as identity and financial records, a criminal-record certificate, and medical results — plus employment, investment, business, or property documents depending on the pathway you choose.

What Premium Residency lets you do

The status is designed to give holders significant freedom and stability. In general, Premium Residents can:

  • Reside in Saudi Arabia.
  • Work in private-sector establishments.
  • Change employers under the applicable rules.
  • Own qualifying property.
  • Sponsor eligible family members.

These benefits are what make the program attractive to professionals, families, and investors who want long-term roots in the Kingdom without relying on a traditional work sponsor.

Choosing the right pathway

The best product depends on your goals and resources. Skilled professionals often look at Special Talent, while athletes, artists, and cultural figures may qualify under Gifted. Those building or backing businesses can consider the Investor or Entrepreneur tracks, property buyers may fit the Real Estate Owner pathway, and anyone wanting flexible or permanent residence can weigh the Limited vs. Unlimited Duration options.

Because thresholds, document lists, and reductions can be updated over time, always confirm the latest requirements, fees, and figures directly on the official Premium Residency Center portal before you apply. Treat any salary, investment, or property number here as a starting reference, then verify your specific case on pr.gov.sa.
