Keeping your vehicle registration (istimara) current is one of the most important routine tasks for anyone driving in Saudi Arabia. Whether you are renewing your own car or buying and selling, almost everything now happens electronically through Absher, which has made the process faster and removed many trips to the traffic office. In this Saudi Living guide we walk you through renewing your registration and transferring ownership, including the fees, the exact steps, and the common requirements that can trip people up.
What the istimara is and why it matters
The istimara is your official vehicle registration document. Driving with an expired registration can lead to traffic violations and complications if you are stopped at a checkpoint. The good news is that renewal is inexpensive and straightforward, and the digital registration card can be accessed through Absher once the process is complete.
Renewing your car registration
The standard renewal fee is SAR 100, calculated on an annual basis. You can renew online once your registration has fewer than 180 days remaining before expiry — there is no need to wait until the last minute.
Before you start, make sure the following are in order:
- Valid vehicle insurance.
- A valid periodic (technical) inspection, where it is required for your vehicle.
- Payment of the SAR 100 renewal fee.
- All traffic violations settled.
- Any applicable delay fine paid.
To renew online, log in to your Absher Individuals account and go to Vehicles Services → Vehicle Management, select the vehicle you want to renew, then choose Renew Vehicle Registration and complete the payment. Once renewed, the registration card can be delivered to you or accessed digitally through Absher.
Transferring vehicle ownership
When buying or selling a used car, ownership is transferred electronically through Absher, and eligible transfers can now be completed without visiting a traffic office. There are two amounts to be aware of:
- The government transfer fee of SAR 150, paid through SADAD via your bank channels.
- The Absher vehicle-sale service fee of SAR 230 including VAT, which is separate from the SAR 150 and is generally paid by the buyer.
Requirements before you transfer
Both parties need to be ready before starting the sale in Absher. Make sure that:
- Both the buyer and seller have activated Absher accounts.
- The vehicle has passed the required inspection.
- Insurance and registration are valid.
- All traffic violations and any applicable restrictions have been cleared.
- The vehicle will be registered under the buyer’s identity.
The transfer process step by step
The electronic transfer is designed to be simple once both accounts are ready:
- The seller and buyer agree on the sale.
- The seller initiates the electronic sale through Absher Individuals under Vehicles Services → Vehicle Sale or Vehicle Ownership Transfer.
- The buyer accepts the sale and pays the required amount through the approved payment process.
- Ownership and the new registration are issued electronically.
When you may still need the traffic office
Absher is the principal electronic channel for private-vehicle registration renewal and eligible private-vehicle ownership transfers. However, cases that cannot be completed electronically are handled in person at the General Traffic Department. For an in-person transfer, bring the original registration card, the required forms, your identification, and ensure the vehicle is available for the transaction, along with payment of the applicable fees.
Quick tips to avoid delays
- Clear any traffic violations early — they can block both renewal and transfer.
- Book your periodic inspection ahead of time if your vehicle requires it.
- Confirm your insurance is active before starting the process.
- Don’t wait for the last day; renew once you are inside the 180-day window.
Fees and procedures can change, so always confirm the current amounts and steps on the official Absher platform before you begin. With a little preparation, both renewing and transferring an istimara in Saudi Arabia can be completed in minutes from your phone.
