Car Registration (Istimara) in Saudi Arabia: Renew & Transfer

Keeping your vehicle registration (istimara) valid is one of the most important legal responsibilities of owning a car in Saudi Arabia. Driving with an expired istimara can lead to a traffic fine, and selling a car without a proper ownership transfer can create problems for both the buyer and the seller. The good news is that both renewal and ownership transfer are handled electronically through أبشر, so you rarely need to visit a traffic office in person. This سعودي ليفنج guide walks you through the full process, the fees, and the requirements for each step.

Understanding the istimara and its validity

The istimara is the official vehicle-registration document that proves your car is legally registered and roadworthy. When a vehicle is first registered, the istimara is commonly issued with a validity of three years. After that, you renew the registration on an annual basis, with a renewal fee of SAR 100 for each paid year.

You can request renewal when fewer than 180 days remain before the expiry date, so there is a comfortable window to complete it early and avoid any lapse.

What you need before renewing

Before you start the renewal, make sure the following are in order, as the system will not allow renewal unless each condition is met:

  • Valid vehicle insurance covering the car.
  • Valid periodic inspection (Fahas) confirming the vehicle is roadworthy.
  • Settled traffic violations and any required government payments cleared.

It is worth confirming these in advance, because an unpaid fine or an expired inspection is the most common reason a renewal request gets blocked.

How to renew your registration step by step

Renewal is done entirely through أبشر. The path is straightforward:

  • Log in to أبشر Individuals.
  • Go to E-Services → Traffic → Vehicle Services.
  • Select the vehicle you want to renew.
  • Choose Renew Vehicle Registration and pay the SAR 100 fee.

Once payment is complete, you can request delivery of the updated registration document through the available postal-delivery option. Delivery is generally expected to be carried out within around 20 days for the vehicle-registration document, so keep your address details up to date in the system.

What happens if the istimara expires

An expired registration may result in a traffic fine, and current guidance indicates this fine can be SAR 100. Beyond the fine, an expired istimara can complicate other services such as selling the car or passing a checkpoint. Because renewal can be requested up to 180 days before expiry, there is no reason to leave it until the last minute — set a reminder and renew early.

Transferring vehicle ownership

When you buy or sell a used car, the ownership must be transferred officially through أبشر so the vehicle is registered in the new owner's name. The standard government fee for a private vehicle-ownership transfer is SAR 150. In addition, the buyer pays an أبشر sale-completion fee of SAR 230 including VAT, which is refundable if the electronic sale is cancelled.

This brings the typical total for a private-vehicle transfer to around SAR 380 (SAR 150 government fee + SAR 230 أبشر sale-completion fee).

Fees can differ for other categories of vehicles. For example, taxis and public buses are reported at SAR 300 for the government ownership-transfer component.

Conditions and steps for a smooth transfer

The transfer is completed electronically, with the seller and buyer each handling their part through the platform:

  • Both the seller and buyer must meet أبشر eligibility requirements.
  • The vehicle must have valid insurance, and a valid inspection where required.
  • Any outstanding obligations on the vehicle must be cleared before the transfer can be completed.
  • The parties complete the electronic sale, the payment, and the acceptance through أبشر.

Once the buyer accepts and pays, the vehicle is registered under the new owner. Always confirm the latest fees, timelines, and requirements directly on أبشر before you begin, as digital government services are updated from time to time.
