Car Registration (Istimara) in Saudi Arabia: Renew & Transfer

Keeping your vehicle registration (istimara) valid is one of the essential parts of car ownership in Saudi Arabia. Whether you are renewing your own registration or buying or selling a used car, almost everything is now handled electronically through Absher — no need to visit a traffic department in person for routine transactions. In this Saudi Living guide, we walk you through how to renew your istimara, how to transfer ownership, what you need to prepare in advance, and the fees you should expect.

What is the istimara and why it matters

The istimara is your vehicle's official registration document, proving the car is registered in your name and legally allowed on the road. Driving with an expired registration can expose you to traffic violations, so it's important to renew before the expiry date. Today the renewed istimara is issued electronically and is accessible directly through Absher, while a physical card can be requested separately.

How to renew your vehicle registration

Renewal is done entirely online through the Absher Individuals website or app. Once logged in, follow this path:

  • Go to My Services → Vehicles → Vehicle Management → Renew Vehicle Registration.
  • Select the vehicle you wish to renew and the number of years.
  • Review the amount Absher displays, then confirm.
  • Pay through the government payment system (SADAD) using your Saudi bank.

Renewal for private vehicles is generally annual, but you can choose to renew for multiple years at once. The fee scales with the number of years you select.

Requirements before you renew

Absher will not let you complete the renewal unless these conditions are met, so check them in advance:

  • Valid vehicle insurance covering the car.
  • A passed periodic technical inspection (Fahas).
  • Settlement of any outstanding traffic violations linked to the vehicle.

If any of these is missing, sort it out first — renew your insurance, visit a Fahas center, and clear your fines — then return to Absher to complete the renewal in minutes.

Fees and late renewal

The basic registration fee is SAR 100 per year, so a three-year renewal costs SAR 300. If you renew late, a reported penalty of SAR 100 for each overdue year may apply. Always rely on the exact amount Absher shows you on screen before confirming payment, as that figure reflects your specific situation.

The electronic istimara is available through Absher immediately after payment. If you choose physical-card delivery, an additional fee may apply.

Transferring ownership when buying or selling

When a used car changes hands, ownership must be transferred through Absher's electronic vehicle ownership-transfer service, available for eligible private vehicles. Before the transfer can go through, the car must meet these conditions:

  • Valid vehicle registration.
  • Valid insurance.
  • A valid Fahas inspection.
  • No blocking restrictions — the vehicle must not be stolen, seized, mortgaged, or wanted.

Both buyer and seller need active Absher accounts to complete the process.

Step by step: how the transfer works

  • The seller and buyer agree on the sale price.
  • The seller initiates the transfer through Absher.
  • The buyer reviews the details and accepts the request.
  • The buyer pays the vehicle price and the applicable fees.
  • Ownership and registration are issued in the buyer's name.

Transfer fees explained

There are two charges to be aware of:

  • A government transfer fee of SAR 150, paid through SADAD.
  • An Absher sale-completion fee of SAR 230 including VAT, normally added to the vehicle price and paid by the buyer. This fee is refundable if the transaction is cancelled.

Together these commonly appear as a listed total of SAR 380. As with renewal, confirm the exact amounts Absher displays before you pay.

Final tips

To avoid delays, keep your insurance and Fahas inspection current year-round, clear traffic fines promptly, and never let your registration lapse. Both renewal and transfer are quick when your documents are in order. For the most accurate, up-to-date fees and any procedural changes, always confirm the details shown directly in your Absher account before confirming any payment.
