Car Registration (Istimara) in Saudi Arabia: Renew & Transfer

Keeping your vehicle registration — known locally as the istimara — valid is one of the essentials of driving legally in Saudi Arabia. Whether you are renewing your own car's registration or buying and selling a used vehicle, almost everything is now handled digitally through أبشر. This guide from سعودي ليفنج walks you through both the renewal and ownership-transfer processes step by step, including the requirements, fees, and common restrictions to watch for.

What is the istimara and why it matters

The istimara is the official registration document that links a vehicle to its owner. You must keep it valid at all times while the car is on the road, and you'll need it for ownership transfers, plate services, and routine traffic checks. The digital version is viewable in your أبشر account, while a physical card may be available depending on the delivery or collection option you choose.

How to renew your vehicle registration

Renewals are processed through أبشر Individuals. Sign in and go to My Services → Vehicles → Vehicle Services → Renew Vehicle Registration, then select your vehicle and confirm.

Before the renewal will go through, make sure you have completed these requirements:

  • Valid vehicle insurance recorded electronically.
  • A passed periodic technical inspection (Fahas) where it is required.
  • Payment of any traffic violations and other linked dues.
  • A valid owner identity or Iqama.

Once insurance and Fahas are in order, pay the eligible government fees through SADAD or an approved bank channel, then return to أبشر to confirm the renewal. You'll receive the updated digital registration immediately, and you can request a physical card if the option is offered.

Renewal fees and validity

The government renewal fee ranges from around SAR 100 to SAR 300 for a three-year period. Additional charges may apply for inspection, insurance, card delivery, or platform services. The registration is renewed for the period you select, which is displayed in أبشر — always confirm the exact expiry date once the process is complete so you don't get caught out later.

Transferring vehicle ownership (Mubaya'a)

When buying or selling a used car, ownership is transferred electronically through أبشر under Vehicle Services → Vehicle Ownership Transfer / Mubaya'a. The process involves both the seller and the buyer:

  • The seller signs in and enters the vehicle details along with the buyer's information.
  • The buyer accepts the transaction in their own أبشر account.
  • The buyer pays the government transfer fee and the service charge.
  • Ownership is officially recorded after eligibility checks pass.

Transfer fees and requirements

The government transfer fee is SAR 150, paid through SADAD. There is also an أبشر sale-completion charge of SAR 230 including VAT, which is generally paid by the buyer and is refundable if the transaction is cancelled.

To complete a transfer, both parties need:

  • Eligible أبشر accounts and valid identity documents.
  • A vehicle with valid registration, insurance, and required inspection.
  • All outstanding violations or restrictions cleared beforehand.

When a transfer may be blocked

Not every vehicle can be transferred. The system may block a transfer if the vehicle is reported stolen, wanted, seized, mortgaged, flagged for export, or otherwise restricted. If you hit a block, resolve the underlying issue first — and if you're a buyer, always verify the vehicle's status before paying any money.

Plate services and final tips

أبشر also provides plate replacement and related services for eligible Saudi-registered private and private-transport vehicles. A few practical reminders: renew before your registration expires to avoid issues, keep your insurance and Fahas current, and settle any violations early so they don't delay a renewal or sale. For exact fees, delivery options, and the latest requirements, always confirm the details directly in your أبشر account.
