Staying connected is one of the first things you'll want to sort out after landing in the Kingdom. The good news is that getting a Saudi SIM card is fast, well-regulated, and usually done at the counter in a matter of minutes. This Saudi Living guide walks you through the licensed operators, what documents you need, where to buy, and roughly what to expect to pay — whether you're a short-term visitor or a new resident settling in.
Who are the mobile operators?
Saudi Arabia has a competitive market with several licensed operators, so you have real choice. The main networks are:
- إس تي سي (STC) — including its digital brand Jawwy
- موبايلي (Mobily)
- زين (Zain)
- Lebara Mobile
- Virgin Mobile
All Saudi numbers use the country code +966. Coverage in cities like الرياض, جدة, and الدمام is strong across all networks, so your choice often comes down to bundle pricing and store convenience.
Where to buy your SIM
You have plenty of official options, and it's worth sticking to them so your SIM is properly registered:
- Airport arrival halls — operator kiosks are available at مطار الملك خالد الدولي (Riyadh), مطار الملك عبدالعزيز الدولي (Jeddah), King Fahd International (Dammam), and Medina airport.
- Official operator branches in malls and city centers across the Kingdom.
- Authorized resellers and some convenience stores.
Buy tourist and visitor SIMs only from official stores or authorized retailers — not informal phone shops — to make sure activation goes smoothly.
What documents you need
Every SIM (physical or eSIM) must be linked to a verified identity before it can connect to a Saudi network. This is a legal requirement, and store staff handle the process for you.
- Tourists and newcomers without an Iqama: bring your passport and valid visa. Your border (entry) number is used for verification.
- Residents and expats with an Iqama: bring your Saudi national ID/Iqama.
A fingerprint or biometric scan may be requested during registration — this is common for residents and sometimes for tourists too. Registration is normally completed by the operator's staff at the point of sale in around 5 to 20 minutes.
Do you need government apps to activate a SIM?
As a newcomer, you generally do not need direct access to أبشر, مقيم, قوى, ناجز, نفاذ, or توكلنا just to buy and activate a basic prepaid SIM. Verification is done by the operator's systems using your passport, visa, and border number right at the counter, and these systems interface with the national digital-identity infrastructure behind the scenes.
Once you receive your Iqama, you can manage your numbers, top up, and request eSIMs through the operator's own app, which is linked to your verified national digital identity.
What it costs
SIM prices are transparent and include 15% VAT. Here's a realistic picture:
- Standard prepaid starter SIM at official stores: around 30–34.50 ريال سعودي.
- إس تي سي, موبايلي, زين, and Lebara: base starter SIM around 34.50 ريال سعودي.
- Virgin Mobile: the SIM card is free, but you must buy a plan starting from 30 ريال سعودي.
When you add a data and voice bundle, prices range more widely — roughly 30 to 150+ ريال سعودي depending on the amount of data and validity. Most visitor plans fall between 40 and 60 ريال سعودي for 5–10 GB of data, VAT included.
Practical tips for newcomers
- Compare bundles before committing — a slightly pricier plan with more data can be better value than a cheap starter with little allowance.
- Keep your passport and visa handy at the airport if you want to be connected the moment you land.
- If you're a new resident, wait until you have your Iqama to register a long-term plan under your national ID, which makes future management via the operator app easier.
- Always confirm current prices and bundle details directly with the operator, as promotions change frequently.
With a registered SIM in hand, you'll be ready to use maps, ride-hailing, delivery apps, and government services from day one. Welcome to the Kingdom.
