Moving to Jubail: What to Know Before You Arrive

Jubail is one of Saudi Arabia's most important industrial hubs, sitting on the Gulf coast in the Eastern Province. It is really two places in one: the planned Jubail Industrial City, managed by the Royal Commission for Jubail and Yanbu, and the older Jubail town. Knowing which part you'll live and work in shapes almost everything that follows — housing, schools, utilities, and day-to-day services. This Saudi Living guide walks you through what to sort out before you arrive and in your first weeks.

Industrial City vs. Jubail town

The distinction matters more here than in most Saudi cities. Jubail Industrial City runs its own residential services, leases, schools, healthcare, parks, and utilities under the Royal Commission. Properties outside that jurisdiction follow standard municipal rules, and landlord, maintenance, parking, and service arrangements can differ noticeably.

  • Confirm whether your home is inside Royal Commission jurisdiction before you sign anything.
  • Ask who handles maintenance and utilities, as responsibilities vary between the two areas.
  • Check school and healthcare options tied to your specific neighbourhood.

Visas, Iqama, and the paperwork

A non-Saudi employee normally needs an employer-sponsored work visa, a medical examination, a work permit, and an Iqama. Your employer is legally responsible for recruitment costs, work-permit fees, Iqama issuance and renewal, transfer fees where applicable, and exit/re-entry visa fees. Work-permit procedures run through قوى, while residency transactions are handled via أبشر Business or مقيم.

Understanding the government fees

It helps to know the common figures, though your employer carries most of these costs:

  • Annual company-sector Iqama base fee: commonly SAR 650.
  • Work-permit service fee: SAR 100
  • Expatriate financial levy: commonly SAR 700 per month (or SAR 800), equal to SAR 8,400 or SAR 9,600
  • Employer transfer: commonly SAR 2,000 (first), SAR 4,000 (second), SAR 6,000 (later).
  • Dependent levy: commonly SAR 400 or SAR 4,800

Always confirm the exact payable amount in your employer's قوى payment request, since exemptions, Saudization status, establishment type, and industrial-sector rules can change the figures.

Your digital setup

A valid Iqama is essential for employment, banking, mobile registration, vehicle transactions, and many government services. To get moving:

  • Complete identity verification through نفاذ.
  • Keep active أبشر access and a Saudi mobile number registered to your identity document.
  • Register your employment contract and check job details through قوى.
  • Register your national address before using banks, telecom providers, and government platforms.

Housing and utilities

Document rental contracts through إيجار. Before paying anything, verify the unit, maintenance obligations, renewal terms, payment schedule, and registration. Electricity and water accounts are normally set up with the relevant provider using your lease and national address; deposits and connection charges depend on the provider and property.

Daily life and the climate

Arabic is the official language, but English is widely used in industrial companies, hospitals, banks, and major services. The currency is the Saudi riyal, pegged at roughly SAR 3.75 to the US dollar. Summers are extremely hot and humid, so air-conditioning, shaded parking, and reliable vehicle cooling are not luxuries — plan for them from day one.
