Saudi authorities have introduced a new framework that routes government-employee payroll deductions, financing, and the sale of receivables through the Etimad platform, subject to the requirements of the Saudi Central Bank. The change affects lenders, eligible beneficiary entities, and both public- and private-sector bodies that rely on these services.

The new framework replaces Cabinet Decision No. 490 and transfers operational responsibility from the Ministry of Finance to the National Center for Government Resources Systems. Through Etimad, the system supports payroll deductions in favor of lenders and other eligible beneficiaries, alongside financing and receivables-sale services.

How the services work

Using the deduction-schedule service requires an active Etimad subscription, authorization to access the deductions system, and registered products. Creating a deduction schedule is subject to the beneficiary's pricing plan, with no universal fee published. Modifying an existing schedule is free, and the user must be a government employee, hold Etimad authorization, and have an active scheduled deduction with a beneficiary. The modification service is set to roll out on 15 January 2026.

For inquiries, government deduction checks cost SAR 3 999 monthly inquiries, with volume-based pricing ranging from SAR 3 down to SAR 1.05. Detailed government salary inquiries cost SAR 20 with volume pricing ranging from SAR 20 down to SAR 7. Data-reselling companies receive an additional 10% discount on inquiry prices. API integration fees apply to successful responses and are determined by agreement with Etimad.

For the community, the move centralizes deduction, financing, and receivables services on a single official channel. Residents and businesses dealing with these services should note that Etimad is the applicable channel, and that the modification feature becomes available in January 2026.
