Saudi Arabia has attracted approximately SAR 6 trillion in domestic and international investments since the launch of its National Investment Strategy, in a clear signal of the Kingdom's growing appeal to businesses and global capital.
The scale of activity is reflected in gross fixed capital formation, which climbed from SAR 704 billion in 2020 to SAR 1.35 trillion in 2025 — nearly doubling over five years as investment flows accelerated under رؤية السعودية 2030.
A simpler path for investors
Amendments to the Saudi Investment Law took effect in February 2025, streamlining how investors enter the market. The former investment licence was replaced by an Investment Registration Certificate, and separate licences for individual activities were merged into a single unified registration process.
Reported وزارة الاستثمار fees include SAR 2,000 valid for up to five years, and a SAR 10,000 subscription to Investor Relations Centers in the first year, rising to SAR 60,000 Amendments cost SAR 2,000 plus any applicable Commercial Registration update fees. Payments are made through SADAD using biller code 108 and are generally due within 60 days of invoice issuance; non-payment may cancel the service.
These fees exclude establishment, Commercial Registration, sector-specific approvals and other authority charges. Company-establishment fees reported through the Saudi Business Center stand at SAR 1,200 for a limited liability company, SAR 1,600 for a joint-stock or simplified joint-stock company, and SAR 1,000 for a general or limited partnership, plus a SAR 500 publication fee, with 15% VAT applied to taxable fees.
Applications now run through the وزارة الاستثمار electronic services platform, followed by establishment procedures via the Saudi Business Center and Commercial Registration services. For residents and business owners in الرياض, جدة and beyond, the changes mean a faster, clearer route to setting up and operating a company in the Kingdom.
