Saudi Premium Residency Fees & Rules for Investors 2026

Foreign investors and start-up founders looking to settle in Saudi Arabia have clearer options under the Kingdom's Premium Residency program in 2026, a self-sponsored residence status administered by the Premium Residency Center. The program offers dedicated pathways for investors and entrepreneurs, alongside categories for real estate owners, special talents and gifted individuals.

Under the general tiers, a Limited Duration Premium Residency costs SAR 100,000 valid for one to five years and renewable, while an Unlimited (Permanent) Premium Residency is available for a one-time SAR 800,000 with no renewal required. Category-based tracks — covering investors, entrepreneurs, special talents, gifted individuals and real estate owners — carry a government application fee of SAR 4,000 typically valid for up to five years. Dependent family fees generally range from SAR 4,000 to SAR 10,000 depending on category and relationship.

Investor and entrepreneur routes

The Investor pathway is a category-based residency with a SAR 4,000 application fee and a minimum qualifying business investment of SAR 7 million into a Saudi enterprise holding a valid investment licence. To reach permanent residency directly through this route, an investor must inject at least SAR 7 million and create at least 10 jobs within two years. Investor residency generally runs up to five years, with a track toward permanent status once the capital and job-creation conditions are met.

For start-up founders, the entrepreneur track offers a five-year residency (renewable once, up to a possible 10 years) requiring at least 20% equity in a Saudi-based start-up, an entrepreneur licence from the Ministry of Investment, a minimum SAR 400,000 investment from a recognised Saudi or international investment entity, and a letter of recommendation from the funding body. A permanent tier is also available for qualifying entrepreneurs who retain at least a 10% stake and meet higher capital and job-creation conditions, including staged job creation over two years.

The framework matters for the Kingdom's expat community, offering long-term stability without a local sponsor and supporting the broader goals of رؤية السعودية 2030 to attract capital and talent.
