Saudi labor authorities have issued fresh guidance urging private-sector companies to strengthen workplace safety and protect workers from heat stress ahead of the summer. The instructions reinforce the annual midday outdoor work ban, which prohibits work under direct sunlight from 12:00 PM to 3:00 PM each year between June 15 and September 15. For 2026, the ban will run from June 15 to September 15.
The ban applies to all private-sector establishments across the Kingdom. Employers are required to reschedule outdoor tasks to cooler hours of the day and to provide drinking water, shaded rest areas, and personal protective equipment. Companies must also raise worker awareness of heat stress and safe work practices.
What employers must put in place
Under the national guidance, establishments are expected to adopt heat-stress management plans, use heat-humidity risk assessment matrices, apply structured work-rest schedules, and follow acclimatization procedures where relevant. These steps aim to reduce the risk of heat-related illness during the hottest months.
Violations of the midday work ban carry a penalty of SAR 3,000 Workers and members of the public can report breaches through the Ministry hotline on 19911 or via the Ministry app on smart devices.
Separately, a new occupational safety regulation for 2026 makes occupational fitness examinations and non-communicable disease screenings mandatory. It is described as enforceable from 22 April 2026 and will apply in phases, moving toward full coverage of all sectors and employment types.
For the many outdoor workers in the Kingdom's construction, delivery, and services sectors, the measures are a reminder that summer safety is a shared responsibility. Residents are encouraged to stay hydrated, limit sun exposure at peak hours, and know the reporting channels if they witness unsafe conditions.
