Bringing Your Pet to Saudi Arabia: Rules & Process

Relocating to the Kingdom with a beloved dog or cat is entirely possible, but it requires planning ahead and following the official process step by step. At سعودي ليفنج, we've put together this clear guide so you can prepare the right paperwork, book the correct entry point, and avoid delays at the airport. The key authority you'll deal with is the Ministry of Environment, Water and Agriculture (MEWA), and most of the process is handled online.

Who regulates pet imports

All pet import, export, and transit permits in Saudi Arabia are managed by MEWA through its electronic platform, Anaam (anaam.mewa.gov.sa). You log in using the national unified access system — through your نفاذ or أبشر credentials — and the platform recognises different user types, including individuals, business sector, and visitors to the Kingdom. Encouragingly, the service delivery fees for pet transit permits are listed as free of charge.

The import permit

An import permit from MEWA is required for both dogs and cats entering Saudi Arabia, whether you're coming from the United States or most other countries. Two details matter most here:

  • The permit is valid for 30 days from the date of issuance, so time your application close to your travel date.
  • Your pet must enter through one of the specified ports listed on the permit. The most commonly used entry points for pets are the international airports of الرياض, جدة, and الدمام.

Apply through Anaam before you travel, and keep a copy of the approved permit with you.

Identification: the microchip

Dogs and cats must be identified with an electronic microchip or another approved identification method. This is not optional — the chip number must appear on the animal's vaccination record or pet passport and on the health certificate so that every document links back to the same animal. Have your vet implant and register the chip before any vaccinations are recorded.

Vaccinations you'll need

Rabies vaccination is the single most important requirement. Under MEWA guidance:

  • The rabies vaccine must be valid at the time of entry, with at least 6 months of remaining validity when your pet arrives.
  • It is required for all dogs and cats over 3 months of age.
  • In current practice, the vaccine is typically given at least 30 days before travel and no more than 6 months before departure.

Beyond rabies, your pet should be protected with the standard core vaccines:

  • Dogs: distemper, hepatitis, leptospirosis, and parvovirus (often combined as DHLPP), and sometimes parainfluenza and Bordetella.
  • Cats: feline viral rhinotracheitis, calicivirus, and panleukopenia, and sometimes feline leukemia.

The veterinary health certificate

An original veterinary health certificate from a clinic accredited in your country of origin — and meeting Saudi requirements — is mandatory. It should confirm that a clinical (and where required laboratory) examination was carried out and that the animal is free of disease, with particular attention to rabies and toxoplasmosis. To be accepted, the certificate must be:

  • Endorsed by the national veterinary authority of your origin country (for example, USDA in the United States or DEFRA in the United Kingdom).
  • Often authenticated by the Saudi embassy or consulate before you travel.

Because endorsement and authentication can take time, start this step early and build in a buffer.

Preparing for a smooth arrival

To keep things running smoothly:

  • Confirm your airline accepts your pet in cabin or as manifest cargo, and check the crate requirements.
  • Match all documents — chip number, dates, and the animal's description must be consistent across the passport, health certificate, and import permit.
  • Arrive through one of the entry points named on your permit.
  • Because rules and processing details can change, always confirm the latest requirements directly on the MEWA Anaam platform before you book flights.

With the paperwork in order and your timing planned, bringing your pet into the Kingdom is a straightforward process — and the start of a new chapter for you both.
