Your car registration, known locally as the istimara, is the official document that proves your vehicle is legally registered and roadworthy in Saudi Arabia. Whether you are renewing before it expires or transferring ownership after buying or selling a car, most of the process is now handled online through أبشر (Absher). In this Saudi Living guide, we walk you through how the istimara works, the fees involved, the conditions you must meet, and the exact steps to renew or transfer it smoothly.
How long is the istimara valid?
For private cars, the vehicle registration (istimara) is typically valid for 3 years before it must be renewed. The periodic inspection certificate (Fahas / MVPI) is separate and is valid for 12 months. Your inspection certificate must be valid at the moment you renew or transfer the vehicle, so it is worth checking both dates before you begin.
Where the process happens
- أبشر (Absher) Individuals is the primary platform for renewing your registration and for electronic ownership transfer when selling a car.
- Periodic inspection (Fahas) appointments are booked through the unified vehicle inspection platform and completed at licensed MVPI stations.
- All government fees are paid through the SADAD payment system, usually via your bank app or online banking.
Istimara renewal fees (per year)
The following registration renewal fees are in effect and cover the registration only. They do not include insurance, inspection fees, traffic fines, or late penalties.
- Private car: 100 SAR per year
- Motorcycle: 100 SAR per year
- Private truck / pickup / private transport vehicle: 200 SAR per year
- Minibus / private bus: 200 SAR per year
- Taxi: 200 SAR per year
- Public work vehicle / heavy machinery: 300 SAR per year
- Public transport vehicle / public bus: 400 SAR per year
Periodic inspection (Fahas / MVPI) fees
Inspection fees are charged separately from the registration renewal and include VAT:
- Small private car / taxi / small bus / pickup truck: 115 SAR for inspection; 37.95 SAR for re-inspection
- Motorcycle: 51.75 SAR for inspection; 17.25 SAR for re-inspection
Conditions you must meet before renewing
Before the system will let you complete a renewal, you generally need to have all of the following in order:
- A valid periodic inspection certificate (Fahas / MVPI) for the vehicle.
- Valid vehicle insurance registered in the traffic system.
- All traffic violations and dues paid, where required, before the renewal can be finalized.
How to renew your istimara via Absher
Once your inspection and insurance are valid and any fines are cleared, renewing is straightforward:
- Log in to أبشر Individuals with your credentials.
- Go to the vehicles section and select the car you want to renew.
- Confirm that the inspection and insurance appear as valid in the system.
- Choose the registration renewal service and review the fee for your vehicle type.
- Generate the SADAD invoice and pay it through your bank app or online banking.
- Once payment is confirmed, your renewed registration is reflected electronically.
If any figure or step differs on your account, always confirm the exact details on the official Absher portal, since services are updated from time to time.
How to transfer ownership when buying or selling
Ownership transfer is also handled electronically through أبشر. In general, the seller initiates the transfer to the buyer's ID, and the buyer confirms it. For a smooth transfer, make sure the vehicle has a valid inspection certificate, the buyer has valid insurance in their name, and any outstanding fines are settled. Fees are again paid through SADAD, and once both parties confirm and payment clears, the new istimara is issued under the buyer's name.
Practical tips
- Renew a little before expiry to avoid last-minute inspection or insurance delays.
- Book your Fahas appointment early during busy periods.
- Keep your insurance active year-round so renewal is never blocked.
- Always verify current fees and steps on the official Saudi government portals before paying.
