Saudi nationals looking to work independently can apply for the official Freelance Work Document (Wathiqat Al-Amal Al-Hur), issued by the Ministry of Human Resources and Social Development. The document formally recognises self-employed professionals and is available exclusively to Saudi citizens through the ministry's dedicated freelance platform.
To qualify, applicants must hold Saudi nationality, be aged between 18 and 65, and have an active أبشر account for identity verification. They must also select an activity from the approved freelance categories — a list covering more than 120 professions across IT, content creation, marketing, consulting, design and other creative fields — and provide evidence they practise the profession, such as an online store, social media accounts, courses, a website or experience certificates.
The service is offered free of charge. Once issued, the document is valid for one year from the date of issue and can be renewed for similar periods. Online applications are typically processed within one to two weeks.
How to apply
Applicants create or log in with an active أبشر account, then access the ministry's freelance platform (freelance.sa) using أبشر or نفاذ single sign-on. After setting up a profile and choosing an activity from the approved list, they attach the required documents — ID, photo, qualifications, experience certificates and portfolio or business links — and submit the application. The document is then issued electronically with no government fee.
Expatriates generally cannot obtain this document. Those who wish to work independently in the Kingdom typically use investment licences through وزارة الاستثمار or the Premium Residency route instead.
The Freelance Work Document supports the wider push under رؤية السعودية 2030 to broaden self-employment and formalise the gig economy, giving Saudi freelancers a recognised legal status to contract with clients and access services.
