MISA Foreign Investor Registration: 2025-2026 Fees

Foreign companies looking to set up in Saudi Arabia continue to obtain their licenses through the وزارة الاستثمار e-services portal, where applications are submitted online with legalized and translated corporate documents, proposed activities classified under ISIC, and basic details on shareholders and capital.

the core investment registration service now carries the note that "No fees apply," meaning the Ministry does not publish a standard fixed government charge for basic registration in the guide itself. Historically, many standard foreign investment licenses came with an issuance fee of around SAR 12,000, with multi-year renewals reaching about SAR 62,000. In 2025-2026, these headline issuance and renewal fees are widely reported as suspended, creating a window in which many investors pay SAR 0 to the Ministry for the core license.

A fee structure still exists on paper. Published breakdowns describe a license issuance or application fee of about SAR 2,000 per year (often quoted up to five years), a first-year subscription to investor and e-services centers of SAR 10,000, and subsequent-year subscriptions that can reach SAR 60,000 annually for industrial or higher-tier licenses. These figures exclude commercial registration and other ministry charges.

Where the real costs are

For most standard foreign investments in 2026, the practical government costs come from non-Ministry items: Commercial Registration (CR) with the Ministry of Commerce at around SAR 1,200, Chamber of Commerce membership commonly between SAR 1,500 and SAR 3,000 or more, and document legalization and translation that can run into several thousand riyals depending on volume and origin.

Most licenses are issued with a one-year renewable validity, aligned with annual CR renewal. Even during periods when headline fees are suspended, licenses require annual confirmation and updates to stay active. For residents and expats planning to launch a business, understanding this layered structure helps in budgeting accurately and avoiding surprises at renewal time.
