MISA Investment Incentives: 15 Priority Sectors in Focus

Investors looking at the Saudi market can now access a clearer picture of the incentives and opportunities on offer through the Ministry of Investment, which presents 15 priority sectors alongside dedicated investor support services via its portal.

The push sits within the Kingdom's National Investment Strategy, which aims to raise investment from 22% of GDP in 2019 to 30% by 2030. Rather than a single fixed incentive list, the strategy and Vision 2030 materials emphasize a broad set of priority sectors as the framework for growth.

Opportunity areas repeatedly highlighted include tourism and entertainment, giga-projects, renewable energy and green hydrogen, logistics, manufacturing and localization, technology and fintech, sports, healthcare, and mining.

Licensing costs and Special Economic Zones

an investment license issuance costs SAR 2,000 The first-year subscription to Investor Relations Centers is SAR 10,000, rising to SAR 60,000 License changes such as adding an activity, bringing in new partners, or increasing capital are listed at SAR 2,000 plus commercial-registration update fees.

Special Economic Zones are currently a major incentive channel for qualifying investors, with reported benefits including tax incentives, customs exemptions, and streamlined regulation in designated areas such as Riyadh, Jeddah, Ras Al-Khair, Jazan, and NEOM.

Some circulating claims — including reports that government fees are waived for most investors, or that foreign investors can generally own 100% of a company in most activities — could not be confirmed against the available material and should be treated as unverified. Prospective investors are advised to check the latest official details before committing.

For residents and business owners across the Kingdom, the message is that the investment landscape continues to widen, with clearer sector priorities and structured entry channels shaping the market heading toward 2030.
