Muqeem Portal Explained for Expats & Employers

If you employ expatriate staff in Saudi Arabia — or you're an expat wondering how your residency paperwork gets processed — مقيم (Muqeem) is the platform that makes it all happen. Operated by the Ministry of Interior, Muqeem is the electronic system that establishments use to manage the residency and passport affairs of their foreign employees. In this guide, سعودي ليفنج explains exactly what Muqeem does, how the process works, the fees involved, and how it fits alongside أبشر, قوى, and نفاذ.

What Muqeem Is (and Who Uses It)

Muqeem is an employer/establishment platform. It lets companies handle a wide range of residency and passport services for their expatriate workforce, including:

  • Issuing and renewing Iqamas (residency permits).
  • Issuing exit/re-entry and final-exit visas.
  • Printing residency documents and updating resident data.
  • Reviewing employee sponsorship records.

Individual expatriates generally do not log in to Muqeem for personal transactions. Instead, they use أبشر (Absher Individuals) to check their own visa and residency status and handle personal passport and visa matters. In short: the employer manages transactions through Muqeem, while the employee monitors and verifies through Absher.

What an Employer Needs to Get Started

Before an establishment can use Muqeem, it must have its account set up and its records in order. You'll typically need:

  • An activated establishment account with an authorized user.
  • A valid commercial registration.
  • A compliant establishment status (no blocking issues).

Access to the platform and any subscription charges are separate from government service fees and depend on the establishment's contracted service package. نفاذ (Nafath) may be used for identity verification when accessing government digital services.

How a Typical Transaction Works

Most Muqeem services follow the same logical flow:

  • Log in to Muqeem and select the employee.
  • Choose the required service (Iqama renewal, exit/re-entry, etc.).
  • Verify the employee's passport, Iqama, insurance, work-permit, and payment status.
  • Pay the generated SADAD bill.
  • Submit the request and print or download the result.

The system checks eligibility as you go, so if insurance has lapsed or a work permit is missing, you'll usually need to resolve that first.

Fees You Should Know About

Government charges are separate from any Muqeem platform subscription. The commonly published figures are:

  • Iqama issuance/renewal: the residency fee is commonly 650 ريال سعودي per year, excluding work-permit, health-insurance, dependent, and other applicable charges.
  • Single exit/re-entry visa: 200 ريال سعودي for the first two months, plus 100 ريال سعودي for each additional month.
  • Multiple exit/re-entry visa: commonly 500 ريال سعودي for 90 days, with further periods calculated in the service.
  • Final-exit visa: no standard visa fee is generally charged, but all outstanding obligations, fines, traffic violations, employment matters, and document requirements must be settled first.
  • Dependent levy: commonly 400 ريال سعودي per dependent per month where applicable — this is separate from Muqeem processing.
  • Work-permit levy: the amount depends on the worker and establishment category and is paid through the Ministry of Human Resources and Social Development systems.

Because fees can change, always confirm the exact amount shown in the service and on the official government portal before paying.

Important Rules for Exit/Re-Entry Visas

A few conditions apply to travel visas issued through Muqeem:

  • An exit/re-entry visa normally cannot exceed the employee's Iqama validity.
  • The employee must have a valid passport, valid Iqama, required insurance, and all applicable payments settled.
  • If an employee is already outside Saudi Arabia, their exit/re-entry visa can often be extended through the relevant أبشر service, subject to eligibility and payment.

How Muqeem Works With Absher and Qiwa

These platforms complement each other rather than overlap:

  • مقيم (Muqeem): the employer's tool for passport and residency transactions.
  • أبشر (Absher): where the individual employee checks and verifies their own status.
  • قوى (Qiwa): handles employment contracts, work permits, transfers, and labour-related services — it does not replace Muqeem for passport transactions.

Understanding which platform does what saves a lot of time. As a rule of thumb: labour and contracts go through قوى, residency and travel documents go through مقيم, and personal verification goes through أبشر. When in doubt, confirm the process on the relevant official Saudi government portal.
