The final exit visa is the official document that allows an expatriate resident to leave Saudi Arabia permanently once their work or residency arrangement ends. It formally closes your status in the Kingdom, so getting the details right matters — an unresolved fine or an expired document can delay your departure at the worst possible moment. This Saudi Living guide walks you through who can issue it, the conditions to meet, and exactly what to check before you apply.
How much does a final exit visa cost?
The good news is straightforward: the final exit visa itself is free. The service costs SAR 0, and there is no separate issuance fee. We have not identified any 2026 change that introduces a standalone fee for issuing the visa. Bear in mind, however, that you must still clear any outstanding financial obligations — such as traffic fines — before the visa can be issued.
Who issues the visa?
The visa is issued electronically, and the person responsible depends on your situation:
- Sponsored workers: the employer issues the final exit visa on the worker's behalf.
- Family members: the head of household issues it for dependents under their sponsorship.
- Eligible workers under labor-mobility rules: you may request a final exit through قوى without needing the employer's consent, in which case the employer receives an electronic notification.
Eligibility and validity conditions
Several conditions must be met before the visa can be issued, and they mainly revolve around your documents and status:
- You must be inside Saudi Arabia at the time the visa is issued.
- Iqama validity: if your resident ID (iqama) has at least 60 days remaining, the visa can be valid for up to 60 days. If it has more than 30 but fewer than 60 days left, the visa duration matches the iqama's remaining validity. An iqama with 30 days or less remaining does not meet the issuance requirement.
- Passport validity: your passport must have at least 60 days of validity.
- Fingerprint registration: applicants aged 15 or older must have a registered fingerprint.
- No registered vehicle: there must be no vehicle registered in your name.
- No unpaid traffic violations: all applicable fines involving the worker, family member, or employer must be settled first.
- No prior violation for failing to cancel an unused visa.
What to check before you apply
A little preparation saves a lot of stress. Run through this checklist before starting your application:
- Settle all traffic fines linked to you, your dependents, or your employer.
- Confirm your iqama is valid and has enough remaining days.
- Verify your passport has at least 60 days of validity.
- Remove or transfer any vehicle registered in your name.
- Check that your fingerprint is registered if you are 15 or older.
- Resolve any absence-from-work report or other outstanding immigration status.
How to issue the visa step by step
The process is fully electronic. Through أبشر, the sponsor selects the service for issuing a final exit visa, reviews the worker's details and the applicable conditions, then confirms issuance. Employers can also issue visas for sponsored workers through مقيم. Workers requesting a final exit under labor-mobility rules submit the request through قوى. Once issued, the visa appears in your electronic records and you can plan your departure.
After the visa is issued
Timing is everything at this stage. Keep two deadlines firmly in mind:
- You must leave Saudi Arabia before the visa expires. If it lapses while you are still in the Kingdom, you will need to sort out your status again.
- If you decide not to travel, the issued final exit visa must be cancelled within 60 days. Failing to cancel it within that window can result in fines.
For anything that requires a specific figure, date, or confirmation of your individual case, always check the relevant official Saudi government portal — such as أبشر, مقيم, or قوى — before you travel, so there are no surprises at the airport.
