Muqeem Portal Explained for Expats & Employers

If you run a company in Saudi Arabia or manage HR for a business that employs expatriates, the Muqeem (مقيم) portal is one of the most important government platforms you will use. It lets establishments handle passport and residency (iqama) transactions for their foreign employees entirely online, without visiting the passport department in person. This guide from سعودي ليفنج explains what Muqeem does, who uses it, the main services, and how it connects to other systems like أبشر and قوى.

What Muqeem is — and who uses it

Muqeem is an online portal built for Saudi establishments and employers, not individual expats. Companies use it to manage the residency and passport affairs of their sponsored workers. Individual expatriates generally handle their own personal services through أبشر, while Muqeem sits on the employer side of the relationship.

In short: the sponsor manages residency workflows through Muqeem, and the employee tracks and confirms many personal matters through أبشر. The two systems are designed to complement each other.

Main services for employers

Through Muqeem, an authorized company representative can carry out a wide range of residency and passport tasks:

  • View employee data — full resident details, iqama and visa validity, and sponsorship history.
  • Renew iqama — after paying the required government fees and levies through SADAD, with data linked to work-permit systems.
  • Issue exit–re-entry visas — single and multiple exit–re-entry visas, plus final exit visas, which can be printed, cancelled, or extended electronically.
  • Extend visas remotely — extend an exit–re-entry visa for an employee who is currently outside the Kingdom.
  • Update passport data — passport number, expiry date, and other details for resident employees.
  • Manage the company file — add, edit, or remove residents, and print official Muqeem reports for banks or other government entities.
  • Track transactions — check the status of previous requests and monitor upcoming residency and visa expiry dates.

How Muqeem works with Absher and Qiwa

Muqeem does not operate in isolation. It is integrated with قوى for work-permit linkage and sponsorship-transfer processes, so residency actions stay aligned with a worker's labour status. Sponsorship transfers follow قوى's transfer rules.

It also complements أبشر. Some services — particularly exit–re-entry visas for sponsored workers — can be managed through either أبشر or Muqeem. Employers should pick the channel that fits their workflow, but the underlying data is shared across the government's residency and labour platforms.

Iqama renewal and typical costs

Renewing an iqama on Muqeem is a straightforward flow: settle the fees and levies, then complete the renewal online. There are two separate charges to plan for:

  • Iqama government fee — typically around SAR 650 per year (ريال سعودي).
  • Work-permit fee / levy — roughly SAR 9,600–14,400 varying by Saudization ratio and sector. This is paid before the iqama renewal and is separate from the iqama fee.

Because these amounts change and depend on your establishment's classification, always confirm the exact figures on the official government portal before you pay. A new physical iqama card is only printed for first issuance, a lost or damaged card, or when updating a photo or personal data — a routine annual renewal usually does not require a new card.

Accessing the portal

Employers access Muqeem through its official website domain. There are also dedicated tools such as a visa-verification service that lets authorized parties confirm the validity of a visa. Access is granted at the establishment level, so make sure your company's authorized user credentials are set up correctly before you attempt any transaction.

Practical tips for smooth transactions

  • Monitor expiry dates early — iqama and visa renewals are far cheaper and simpler when handled before they lapse.
  • Keep work permits current in قوى, since iqama renewal depends on valid work-permit data.
  • Update passport details in Muqeem as soon as an employee renews their passport, so visas issued afterward carry the correct number.
  • Save and print Muqeem reports for banks and government bodies whenever an employee needs proof of residency status.

Used properly, Muqeem turns what used to be time-consuming in-person visits into a few online steps — saving both employers and their expat employees significant time. For the latest fees and service details, always rely on the official government portal.
