The Ministry of Environment, Water and Agriculture has approved new regulations governing the sale, purchase, rental, and exchange of camels across Saudi Arabia. The rules were published in the official gazette on 25 September 2026 and apply to both individuals and entities involved in camel trading.
Under the regulations, any camel sale requires clear consent from both parties and full identification of the animal. Contracts must specify the camel's type, breed, sex, name, weight, age, health condition, color, distinguishing features, and the agreed price. Buyers are required to pay the agreed amount and, unless the contract states otherwise, normally bear the costs of delivery and registration.
Ownership details, seller and buyer information, prices, and payment methods must be documented through the Ministry's approved electronic platforms. Camels may be traded only at locations licensed by the Ministry, and transporting camels requires prior Ministry approval. Unauthorized transport is subject to fines under the Agriculture Law and its implementing regulations.
Rules for camel rentals
For rentals, the owner must be registered with the Ministry and hold an active primary camel registry. Rental contracts must be documented electronically, and records must be updated after any transfer, change to the animal's information, or change of location. Rental arrangements must also meet veterinary, health, and biosecurity requirements, and the camel must be returned to the owner's primary registry once the rental period ends.
The new framework aims to bring greater transparency and traceability to a long-standing activity, protecting the rights of buyers, sellers, and camel owners alike. Exact service fees, application steps, validity periods, and the specific platform to be used have not yet been detailed in the available information.
