The official digital labor platform قوى documented 419,381 employment contracts for Saudi nationals during the second quarter of 2026, alongside 258,829 new Saudi beneficiaries joining the platform in the same period. Over three million labor-market services were delivered to establishments and individuals across the quarter.
Operated by the Ministry of Human Resources and Social Development, قوى handles the documentation of employment contracts, work permits, occupation changes, employee transfers between establishments, and access to Saudization (Nitaqat) data and certificates. Every business in Saudi Arabia that employs staff, including entities licensed through وزارة الاستثمار, must maintain an active قوى account to use these services.
New Compliance Deadlines
Establishments are now required to document a rising share of their contracts on the platform. By 30 April 2026, at least 85% of all employee contracts in each establishment must be documented on قوى, rising to 90% by 30 June 2026. The compliance rate is measured by comparing documented contracts against the total number of employee contracts at the establishment.
Businesses that fall short of the required documentation rate may face difficulties in accessing services tied to compliance indicators on the platform. From 15 April 2026, Saudization rates are calculated based on contracts documented electronically on قوى, meaning Saudi employees whose contracts are not documented will not count toward the Saudization quota.
Employees can use their individual قوى accounts to view their documented contracts, verify their details, and approve, reject, or request changes to contract information. Since launch, the platform has documented around 12 million employment contracts and, as of the first quarter of 2026, serves nearly 2 million registered establishments and 13 million workers.
