Saudi Arabia is broadening its drive to empower the private sector and attract local investment, positioning private business as the main engine of economic growth in 2026. Officials expect next year's expansion to be driven largely by non-oil activity led by private companies.
The 2026 budget confirms the Kingdom is pursuing an effective strategy to strengthen the private sector and improve the overall investment environment. One flagship measure is the newly launched Estrdad initiative, designed to stimulate the growth of small and medium enterprises by returning government fees paid by qualifying businesses. The programme carries a dedicated budget of SAR 1.5 billion, and registration is open for eligible beneficiaries.
Alongside this, the National Privatization Strategy launched in January 2026 sets ambitious targets: more than 220 public-private partnership contracts by 2030 and SAR 240 billion in direct private-capital investment over the same period. The strategy widens investment openings across transport and logistics, water, health and education infrastructure, and real estate.
Why it matters
For residents and business owners in cities such as the Riyadh and Jeddah, the shift means more opportunities for local firms, entrepreneurs, and investors to take part in major projects. The private sector is being handed a larger role in delivering initiatives under Saudi Vision 2030, with some full project scopes now assigned to private companies for execution.
International observers have also noted the momentum, highlighting the deepening role of the private sector, a stronger business climate, and growing support for SMEs as key features of the Kingdom's ongoing reforms. Together, these measures aim to diversify the economy and create sustainable, non-oil growth for the years ahead.
