Saudi Car Rental E-Contracts Hit 1.6M in Q2 2026

More than 1.6 million unified electronic car rental contracts were issued across Saudi Arabia during the second quarter of 2026, a 4% increase compared with the same period of 2025,

These contracts are issued exclusively through the Authority's car rental system, "Tajeer," on the Naql electronic portal, and are available only to establishments licensed by the Authority that hold an active primary Naql account. The unified contract is a standardized Arabic-language template whose form is set by the Authority; establishments must use the approved electronic system and may add clauses only if they do not conflict with its articles and after obtaining approval.

The contract requires a minimum set of data, including renter identification based on a valid approved ID, a valid driving license covering the full rental period, and vehicle details and rental terms written in Arabic, with the option to add another language.

Why it matters

The unified electronic contract is designed to protect the rights of both the lessor and the lessee, raise the reliability of transactions and the quality of service, simplify rental procedures, and improve operational efficiency. It also aims to reduce disputes, ease the burden on relevant authorities, and encourage investment in the sector. The contracts are treated as enforceable instruments and can be used before judicial authorities in the event of a dispute.

Implementation is mandatory for all car rental establishments, with the rollout carried out in phases by activity category. An electronic service is also available to inquire about current and archived rental contracts, allowing establishments and beneficiaries to review valid and saved records.

By region in Q2 2026, Riyadh led with 33% of contracts, followed by Makkah Region at 23%, the Eastern Province at 14%, Asir at 7%, Madinah at 6%, Qassim at 5%, Jazan at 4%, and Tabuk at 3%.
