NEOM Green Hydrogen Plant Construction Completed

Construction of the NEOM Green Hydrogen project at Oxagon, valued at about $8.5 billion, has been completed, with the facility now entering the commissioning stage ahead of planned commercial operations in 2027. The plant is located in Oxagon within NEOM, in the Tabuk Region.

The single integrated facility is designed to produce green hydrogen and green ammonia for export, powered by around 4 gigawatts of combined solar and wind energy that will supply the electrolysers. Reported progress showed the facility around 80% complete in early 2025, reaching about 90% overall construction across all sites by mid-2026, with renewable power assets close to 95% completion.

At full operation, the plant is designed to produce up to 600 tonnes which will be converted into green ammonia for export. First export shipments of green ammonia are expected in the early-to-mid part of 2027. The project is described as the world's largest single stand-alone green-hydrogen and green-ammonia facility, backed by a long-term offtake contract of around 30 years with a major industrial gas company.

Why it matters

The project forms a core industrial anchor for NEOM's port and advanced manufacturing base at Oxagon. As a large-scale clean-energy development, it supports the Kingdom's ambitions to become a leading exporter of low-carbon fuels and to diversify its industrial economy. For residents and workers across the Kingdom, milestones of this scale reflect the growing momentum of major infrastructure and energy projects that are expanding job opportunities and reshaping the industrial landscape.
