Investors and business travelers looking at Saudi Arabia now have clearer routes to enter the market, with defined residency categories for investors and entrepreneurs alongside short-term business visit visa options. The pathways set out published capital, ownership, funding, and job-creation thresholds, giving applicants a transparent picture before they apply.
Residency for investors and entrepreneurs
Under the Premium Residency program, the Investor category requires at least SAR 7 million placed in qualifying investment activities and grants permanent residency once all conditions are met, with a category fee of SAR 4,000. Applications go through the official Premium Residency Center portal, with documents typically including a passport, proof of financial solvency, an investment license or registration, ownership evidence, a medical report, and police-clearance documentation.
Entrepreneurs have two tracks. Category 1 requires at least SAR 400,000 in funding from an approved investment entity and at least 20% ownership; it is valid for five years and renewable, for a fee of SAR 4,000. Category 2 requires at least SAR 15 million in approved funding plus job-creation commitments and can lead to permanent residency, also for SAR 4,000.
Business visit visas
For shorter stays, a business visit visa is requested through the Saudi visa platform using a Saudi company's electronic invitation. The host usually initiates the request and provides the applicant's passport and business details. A single-entry business visit visa is valid for 90 days and allows a stay of up to 90 days, with listed charges of USD 80 for the visa, USD 10.50 digital visa service fee, and USD 10.50 digital insurance service fee. Multiple-entry options vary by invitation and nationality, with the final amount shown during the official application and payment process.
It is important to note that a business visit visa does not authorize employment, residence, or running a Saudi business as a resident. Employment requires the proper work authorization and residence permit. Investment licensing and investor services are handled by وزارة الاستثمار, residency applications through the Premium Residency Center, identity verification may use نفاذ, while أبشر and مقيم are used for resident and sponsor services once residency is issued.
