Saudi Premium Residency 2026: Investor & Startup Routes

Saudi Arabia offers investors and entrepreneurs multiple Premium Residency options in 2026, giving qualified applicants the ability to live, own, and run businesses in the Kingdom without a Saudi sponsor. The programme includes general permanent and annual renewable residencies, alongside dedicated category-based tracks for investors and for entrepreneurs.

Under the general routes, the Permanent Premium Residency carries a one-time government fee of 800,000 SAR with no renewal required, while the Annual Renewable Premium Residency costs 100,000 SAR The category-based Investor and Entrepreneur tracks each require a 4,000 SAR application fee, plus a standard processing fee of about 640 SAR

Capital requirements differ by route. The Investor Premium Residency asks for a minimum of 7,000,000 SAR placed in a qualifying Saudi business or asset, and the permit is valid for up to five years, renewable if conditions continue to be met. The Entrepreneur route is tied to investment in or a funded startup based in the Kingdom, with thresholds that vary by sub-route and typically fall in the low millions of riyals.

Rights and benefits

All Premium Residency types are sponsor-free, meaning no Saudi kafeel is required. Holders can own and manage businesses directly, work without a separate work sponsor, employ staff through standard labour platforms, and own residential real estate subject to specific rules in certain cities. They may also sponsor dependents — spouse, children, and in some cases parents — on linked residency, with additional per-person fees.

Applications for all categories are submitted online through the official Premium Residency platform at pr.gov.sa, which handles account creation, document upload, fee payment, and application tracking in one portal. For the Kingdom's growing community of foreign investors and founders, the programme streamlines the path to establishing a long-term presence and a business base in Saudi Arabia.
