Saudi Commercial Registration Fees & Process 2026

Business owners and investors in Saudi Arabia can issue and renew their Commercial Registration (CR) through digital channels managed by the Ministry of Commerce, with a fee structure that varies by entity type in 2026.

The CR is issued and managed by the Ministry of Commerce through the Saudi Business Center (Meras) portal at business.sa and the ministry's e-services at mc.gov.sa. For company incorporation steps such as articles of association and notarial actions, ناجز is used, though the CR itself remains under the Ministry of Commerce. Payments are settled through SADAD (biller code 144 on the Saudi Business Center) or by bank card.

What the fees look like in 2026

Typical company-level CR issuance or annual confirmation ranges between SAR 1,200 and SAR 2,000 depending on entity type and service path. The commonly cited 2026 schedule lists LLC registration (issuance or renewal) at SAR 1,200, joint-stock or simplified joint-stock CR at SAR 1,600, and a foreign branch CR at SAR 2,000 for both the initial issuance and the annual renewal.

Through the Saudi Business Center (Meras) path, a new CR issuance starts at about SAR 1,825 and may reach SAR 2,100 depending on the service and entity type, with renewals falling in a similar range. Some investor guides cite a broader band of roughly SAR 1,500 to SAR 3,000 depending on company type and route. Separately, the main CR carries an annual fee of SAR 200 while a branch CR is SAR 100

Chamber of Commerce membership is mandatory for most CR-holding entities and is added automatically to the online invoice. Indicative 2026 figures range from around SAR 500–800 for small establishments to roughly SAR 2,000–3,000 for many company setups, based on classification and activity. Foreign-owned companies must first obtain a MISA investment licence before the CR is issued.

Understanding these costs upfront helps residents and expat entrepreneurs plan their budgets and complete registration through the correct official channel.
