Saudi Arabia's detailed regulatory frameworks for its special economic zones (SEZs) entered into force on 16 April 2026, creating a dedicated legal regime for qualifying companies operating inside the King Abdullah Economic City (KAEC), Ras Al-Khair, Jazan, and Cloud Computing zones. The move shifts the SEZ system from earlier draft-only treatment to binding rules for licensed operators.
For businesses and investors, the framework is designed to lower the friction of market entry. Companies inside the zones can benefit from streamlined licensing, greater foreign ownership flexibility, and exemptions from parts of the Companies Law, Commercial Register Law, and Trade Names Law — making zone setup smoother than a standard mainland presence.
The incentive package is a key draw. Qualifying companies can access a 5% corporate income tax rate for up to 20 years, alongside withholding tax relief, Zakat relief, customs duty suspension or exemption, and 0% VAT under specific conditions for eligible activities and transactions.
Bonded zones and real presence
Draft SEZ customs regulations issued in April 2026 introduced Central Bonded Zones (CBZs) and Dedicated Bonded Zones (DBZs) for storage, manufacturing, processing, and re-export inside KAEC, Jazan, and Ras Al-Khair. At the same time, draft economic substance rules opened for consultation require companies to maintain a genuine operational presence — including workforce, spending, and management and control within the zone — with annual reporting built into the framework.
Oversight sits with the Economic Cities and Special Zones Authority (ECZA), which coordinates with ZATCA and other national bodies. For the community of residents, entrepreneurs, and international firms eyeing the Kingdom, the update signals clearer, more predictable rules and potentially new jobs and investment tied to the zones.
