Foreign companies looking to set up in Saudi Arabia can now tap into a wide package of tax and non-tax incentives offered through وزارة الاستثمار and the Kingdom's special economic zones. The measures aim to attract global businesses and support the goals of رؤية السعودية 2030.
At the center of the offer is the Regional Headquarters (RHQ) license from وزارة الاستثمار. Companies that qualify pay 0% corporate income tax on eligible RHQ income for 30 years from the date the license is issued, with the option to renew. They also benefit from 0% withholding tax for 30 years on qualifying payments to non-residents, including dividends and necessary service fees. The incentives end if the 30-year period lapses or the company loses its RHQ status.
Beyond tax, RHQ holders receive a 10-year Saudization exemption across all functions, unlimited work visas for their staff, and spouse work permits facilitated through the Ajeer program. The dependent age cap is raised to 25 years, top executives can access premium residency, and MISA provides end-to-end business support services.
Special economic zones and wider support
The Kingdom's special economic zones — including Jazan, King Abdullah Economic City, Ras Al-Khair, and the Cloud Computing SEZ — offer a reduced 5% corporate income tax for up to 20 years on qualifying activities, a permanent 0% withholding tax on profit repatriation, and exemptions from customs duties and VAT on certain imports and transactions. Foreign firms in these zones are also exempt from Saudization quotas for their first five years.
Under the updated Investment Law, most sectors now allow 100% foreign ownership, while companies outside SEZ or RHQ incentives are taxed at the standard 20% rate on profits. Additional support includes financing through national and industrial funds, energy and utility subsidies in industrial cities, training subsidies for Saudi hires, and customs duty drawbacks on selected equipment and materials.
For residents and businesses in الرياض, جدة and beyond, the incentives signal continued efforts to make the Kingdom a competitive base for regional and international operations.
