Saudi Arabia operates four Special Economic Zones (SEZs) designed to attract investment and give licensed businesses a package of tax and operational benefits. The zones are King Abdullah Economic City (KAEC), Jazan Special Economic Zone, Ras Al-Khair Special Economic Zone, and the Cloud Computing and Information Technology SEZ.
For the three physical zones — KAEC, Jazan, and Ras Al-Khair — licensed entities pay Corporate Income Tax of just 5% for up to 20 years and are excluded from Zakat regulations. Withholding tax on profit repatriation is set at 0%, allowing companies to move earnings out without an additional tax charge.
Trade, customs and VAT
Goods supplied from the Saudi mainland to licensed entities in these zones, as well as goods traded between licensed entities, can be zero-rated for VAT when they are under customs suspension and tied to licensed activities. Imports placed under a customs suspension regime for licensed activities benefit from suspended or 0% customs duties and are treated as outside the scope of VAT. Services, however, follow normal Saudi VAT rules and do not receive the same broad 0% treatment as qualifying goods.
The zones also allow 100% foreign ownership of licensed entities, offer a five-year expat levy exemption for qualifying companies employing foreign workers, and provide non-fiscal benefits such as duty-free imports of machinery and raw materials, streamlined licensing, and flexible foreign-talent rules. KAEC additionally publishes competitive electricity tariffs, with guidance mentioning rates around 0.05 USD
For residents and entrepreneurs weighing where to base a venture, the SEZs represent one of the clearest sets of incentives in the region — lowering costs and easing setup for manufacturing, logistics, technology and other qualifying activities.
