Connecting water to your home is one of the first practical steps after building or buying a property in Saudi Arabia. The process is fully digital and managed through the National Water Company’s electronic services, with fees calculated by the approved regulator rather than a single flat price. In this Saudi Living guide, we walk you through the eligibility conditions, the documents you’ll need, how the cost is worked out, payment deadlines, and what to expect for sewer connections.
Before you apply: eligibility conditions
A household water connection isn’t granted to an empty plot. There are specific technical conditions that must be met before your request can be processed:
- The property must have an approved connection location on the public network.
- The applicant must prepare the internal connection to approved specifications.
- Construction must be at least 80% complete before the connection is carried out.
Meeting these conditions early avoids delays, so coordinate the internal plumbing and the approved connection point during the construction phase rather than after.
Documents you’ll need
The standard household water connection is handled directly through the National Water Company’s channels — no separate step on other government platforms is required for the typical residential request. Prepare the following:
- Your National ID, or the commercial registration for a business/developer applicant.
- The property title deed.
- Accurate property and location information.
- Additional technical documents may be requested for larger developments or multi-unit projects.
How the fee is calculated
There is no single nationwide flat fee for a water connection. Instead, the amount is calculated using the approved regulator’s mechanism, and it varies from one property to another based on several factors:
- Actual built-up area of the property.
- Property classification (e.g. residential versus other sectors).
- Connection diameter.
- Number of units within the property.
An important recent update: the calculation mechanism was changed from being based on total land area to the actual built-up area. If you already had a request in progress, it is updated automatically — you don’t need to cancel and resubmit it.
To get a realistic estimate before you apply, use the official Water and Wastewater Connection Fee Calculator, which lets you enter the building area, sector, and number of units. Because the figure depends on your city, sector, area, number of units, and connection diameter, an exact amount can’t be stated in advance without those details.
Payment deadline — don’t miss it
Once your request is assessed, you’ll receive a payment message with the connection amount. This must generally be paid within 30 working days. If payment isn’t made within that window, the request may be cancelled and you would need to start again — so treat the payment notice as time-sensitive.
Sewer (wastewater) connection
Where a public sewer network is available, connecting to it is mandatory under the applicable rules. As with water, the charges are not fixed and depend on:
- Property classification.
- Area.
- Connection diameter.
Approved installment arrangements may be available before the connection is implemented, which can help spread the cost. Confirm the current options when your fee message is issued.
A note on NEOM
Some newer developments publish their own tariffs. In NEOM, for example, residential potable-water connection charges are listed at SAR 3,000 for 15–25 mm connections on land up to 350 m², and SAR 5,000 for 32–40 mm connections, with larger land areas and additional units charged under the published formulas. These are NEOM-specific figures, not the nationwide household tariff, so don’t assume they apply elsewhere.
Submitting and tracking your request
Submit and follow up on your meter and connection request through the National Water Company’s official electronic channels, where you can monitor status and receive the payment message. Keep these points in mind:
- Verify the final amount using the official connection fee calculator before budgeting.
- Ensure the 80% construction milestone and internal connection specs are met to avoid rejection.
- Pay within the stated deadline once the payment message arrives.
Because exact fees change with property details, always confirm the latest figures and requirements through the official Saudi water services portal for your specific city and property before you commit.
