An administrative court in Makkah has canceled a university's decision to suspend a student for two academic semesters, ordering the disciplinary penalty revoked. The ruling, published in August 2026, found that the suspension lacked the sound legal reasons and proven violations required for such a decision.
The judgment underlines a key principle for students across the Kingdom: university disciplinary decisions must rest on clear evidence, respect procedural guarantees, and remain fully open to judicial oversight. Where sanctions are arbitrary or unsubstantiated, administrative courts can overturn them.
How the process works
Administrative disciplinary actions taken by Saudi universities against students — including suspension — fall under the jurisdiction of the administrative judiciary, part of the Board of Grievances, which includes the Administrative Court of Appeal in Makkah. Appeals and objections are handled through Ministry of Justice e-services on the ناجز platform.
To appeal a first-instance administrative judgment, students use the "Appeal judgment" e-service on ناجز, logging in through the national single sign-on using نفاذ or أبشر credentials, selecting Judiciary services, choosing the relevant case, and submitting the request with supporting documents electronically. The system then issues an application number by SMS, with further updates on hearings sent the same way. Objections to appeal-court rulings can be filed electronically to the Supreme Administrative Court through a dedicated objection service, without visiting the court in person.
Students can also view their court ruling documents online through the national "View the court rulings docs" service. Filing and appeal fees for administrative cases are shown within the ناجز platform at submission time. For technical or procedural help, users can reach the Judicial Communication Center (MoJ Care 1950) via live chat or ticketing on ناجز, with ticket numbers and updates delivered by SMS.
The ruling is a useful reminder for students and families that disciplinary penalties are not final and can be challenged through accessible electronic channels.
