Property owners in Hail Region and nine cities across the Eastern Province will be required to complete key real estate transactions exclusively through the real estate registry starting 22 September 2026. The rule covers Dammam, Khobar, Khafji, Qatif, Jubail, Dhahran, Al-Bayda, Ras Tanura, and Abqaiq.
From that date, transactions such as ownership transfer, subdivision (sorting), partitioning, consolidation (merging), mortgage services, and the management of rights, restrictions, and obligations must be carried out through the registry. Initial in-kind registration of paper deeds is also included.
First-time real estate registration in these areas will be available electronically through the Real Estate Registry platform at rer.sa and its mobile application, as well as through approved service centers, during the announced registration period in late 2026. The process assigns a property number to each unit and requires a complete, updated electronic title deed that meets regulatory requirements.
Why it matters
The rollout in Hail and the Eastern Province is part of a national plan to cover roughly 80% of properties across Saudi Arabia by 2028. Owners in designated neighborhoods within the coverage zones are urged to finish electronic registration before specific deadlines in the fourth quarter of 2026, with the platform serving as the primary official channel.
For electronic services linked to deeds and property data, the ناجز portal offers real estate data inquiries and transactions logs, accessed via national single sign-on through نفاذ, with no service fees listed for title deed inquiry and transactions log services. Owners in the affected cities can get guidance and support through the Real Estate Registry electronic platform and its designated customer service channels, including a unified national contact number for inquiries.
