Eligible non-Saudi individuals and investors based outside the Kingdom can now purchase residential units in existing ROSHN communities in Riyadh, Jeddah, and Makkah. The move follows the entry into force of Saudi Arabia's Non-Saudi Real Estate Ownership System on 22 January 2026.
Applications and available units are handled through Saudi Properties, the official digital platform operated under the General Real Estate Authority. This is the designated gateway for reviewing listings and completing eligible purchases.
What buyers should know about costs
For qualifying purchases in the listed metropolitan areas, published statutory charges point to a combined 7% before any developer, registration, financing, brokerage, or other applicable fees. This includes a 2% non-Saudi ownership fee on covered disposals in Riyadh, Jeddah, Makkah, and Madinah, plus the general 5% Real Estate Transaction Tax.
Certain transactions qualify for a 0% ownership fee, including specified transfers outside the four designated cities, inheritance, judicial transfers, expropriation, qualifying transfers to wholly owned Saudi companies or funds, and certain developer sales. Separately, a legally resident non-Saudi may own one residential property for personal use outside the designated geographic zones, excluding Makkah and Madinah unless the person is Muslim.
All transactions involving real rights held by or transferred to a non-Saudi must be registered through the competent real-estate authority. Current SAR prices vary by community, unit type, and release and were not published for specific units.
For details, ROSHN can be reached on 920022288, and the General Real Estate Authority on 920017183.
