New Saudi Sports Law Compliance Rules Take Effect

Saudi Arabia's new Sports Law has officially entered into force as of 11 June 2026, introducing licensing and compliance requirements across the Kingdom's sports sector. Existing individuals and entities covered by the law must achieve full compliance by 11 June 2027, with the Minister of Sport authorised to extend this period by up to one additional year.

Under the new framework, a licence from the Ministry of Sport is required for a range of activities. These include establishing, organising, managing, or operating sports events and competitions; constructing, modifying, managing, or operating sports facilities; and setting up or running sports centres, institutes, and academies. Certain sports schools and technical or training personnel are also covered by the licensing requirements.

Government entities generally need Ministry approval to hold sports events, while non-government entities generally require a Ministry licence. The law also establishes a National Register for Sports covering recognised sports entities across the Kingdom.

What non-compliance means

Entities and individuals that fail to comply may face fines of up to SAR 5 million, along with the cancellation of the relevant licence. This underscores the importance of early preparation for clubs, academies, event organisers, and facility operators ahead of the 2027 deadline.

For residents and the wider community, the changes aim to bring greater structure and oversight to Saudi Arabia's fast-growing sports scene, from grassroots academies to major events. Detailed implementing regulations and licensing controls will determine exemptions, technical standards, application requirements, fees, and licence durations. Those affected are advised to monitor official announcements for the specific procedures, application channels, and any fees once they are published.
