Istitlaa Platform Opens New Draft Projects for Feedback

A batch of new draft projects has been opened on the government's public consultation platform, Istitlaa, inviting both the public and private sector to review the texts and submit their feedback before the drafts are finalised and approved.

Istitlaa is the online public consultation platform of the National Competitiveness Center. It publishes draft laws, regulations and policies so that individuals, companies and government entities can read them and share their views. Participation is completely free of charge, and there are no fees to view a draft or submit comments.

Users register and log in directly on the Istitlaa website. Participation does not go through Absher, Muqeem, Qiwa, Najiz, Nafath or Tawakkalna; access is handled on the platform itself. Once signed in, participants can read the draft text — usually in Arabic, and sometimes in English — upload their comments, and attach supporting documents through structured online forms.

Why it matters

Each project on Istitlaa has a fixed consultation window, typically running for around two to four weeks from the date it is published. Comments can be submitted during that period, and once the deadline passes the project is closed to new feedback. Drafts are issued in cooperation with the relevant ministries and authorities and usually cover economic and development-related regulations.

The platform is part of the Kingdom's wider e-participation framework, giving residents, expats and businesses a direct channel to influence rules that may affect their daily lives and their work. Over its lifetime, Istitlaa has hosted more than 1,200 projects, making it a primary national channel for regulatory consultation.

Those interested in taking part should check the platform for the current list of open projects and note each project's closing date, as consultation windows differ from one draft to another.
