A royal order issued on 4 August 2026 has reconstituted the regional councils in all 13 of Saudi Arabia's regions for their eighth term, with each council serving a fixed four-year mandate that runs from the date of issuance.
The 13 regions covered are Riyadh, Makkah, Madinah, the Eastern Province, Al-Qassim, Asir, Hail, Tabuk, Al-Baha, the Northern Borders, Al-Jouf, Najran and Jazan. The councils in Riyadh, Makkah and Madinah will each have 20 members, while the remaining 10 regions will each have 15 members.
In total, 215 members have been appointed across the country, including 42 female members serving on the 13 regional councils. Membership is set for the full four-year term, with no shorter validity specified.
The full lists of member names for all 13 councils have been officially published and can be accessed through the Ministry of Interior's regional councils portal, which lists each council's composition by region.
Why it matters
Regional councils are advisory bodies that operate at the regional level. Their reconstitution is an appointment process carried out by royal order, not a citizen-facing service. Available public information for 2026 does not indicate any service fees, application charges or paid transactions for residents or businesses connected to the councils or their membership.
There is also no current evidence that government e-services offer direct procedures or paid transactions specifically tied to these appointments. Residents and businesses seeking to review the new council compositions can consult the Ministry of Interior's dedicated portal for the official regional listings.
