MISA Investor License Fees Stay Waived in 2026

Foreign investors looking to set up in Saudi Arabia continue to benefit from a suspended registration fee at the Ministry of Investment (MISA), meaning the direct government charge for the investor license is often SAR 0 at the moment. Multiple 2026 guides indicate that MISA service-fee collection remains suspended as of April 2026.

Historically, the MISA license structure included a SAR 2,000 issuance fee, a SAR 10,000 investor services subscription for the first year, and a SAR 60,000 annual subscription from the second year onward. That structure is not being collected now, though applicants may be asked to sign an undertaking to pay once a new schedule is published. When fees were assessed under older guidance, they had to be paid within 15 business days of notification, and nonpayment could void the registration.

The historical investment license was issued for up to five years. The process generally involves submitting the investment application to MISA, waiting for approval, and then completing registration and related company formalities. These typically include commercial registration, chamber of commerce membership, notarization, translation, and municipality or office setup where relevant.

Setup costs to plan for

While the MISA fee itself is waived for now, investors should budget for related setup costs. Commercial registration is commonly listed around SAR 1,200 and chamber membership around SAR 1,000 to SAR 3,000 with legal, notarization, and translation costs varying by case.

Investor registration and licensing are handled directly by the Ministry of Investment. Investor help channels are listed as 8002449990 inside Saudi Arabia, +966112035777 from outside the Kingdom, and InvestorCare@misa.gov.sa. The waiver lowers the upfront barrier for those weighing an entry into the Saudi market, though the eventual reintroduction of fees remains a factor worth watching.
