Saudi Arabia Opens Property Portal for Foreign Buyers

Saudi Arabia has introduced a dedicated online portal, the “Saudi Properties” digital platform, allowing non-Saudis to buy and register real estate in the Kingdom. Overseen by the Real Estate General Authority (REGA), the platform serves as the official channel for all non-Saudi property ownership transactions and operates under the new Law of Real Estate Ownership and Investment by Non-Saudis, issued by Royal Decree No. M/14 and effective on 22 January 2026.

The law covers non-Saudi individuals, residents, overseas investors, and foreign companies. Foreign residents already in the Kingdom can apply through the platform using their residency (iqama) number and digital identity, with eligibility checks and approvals handled entirely online. Non-resident individuals must first obtain a Saudi digital identity through Saudi embassies or consulates abroad before applying.

Foreign companies without a presence in the Kingdom take an additional step: they must register with the Ministry of Investment via the Invest Saudi platform and obtain a national unified number, then submit their ownership applications through Saudi Properties. In all cases, ownership becomes legally effective only after registration in the national real estate registry maintained by REGA.

Where foreigners can buy

Non-Saudis will be able to own real estate in designated areas across the Kingdom, including parts of Riyadh and Jeddah, with geographic restrictions in certain strategic locations. Special rules apply to Makkah and Madinah, where foreign ownership is expected to run largely through regulated investment and fund structures rather than unrestricted direct purchases. A Council of Ministers resolution will define the exact geographic zones, eligible property categories, and any additional conditions.

On the financial side, property disposals by non-Saudis are subject to a transfer fee of up to 5% of the transaction value, with the exact rate set For the Kingdom's large expat community, the changes open a clearer, fully digital route to property ownership ahead of the law taking effect in January 2026.
