Saudi Arabia has launched a new official online portal, Saudi Properties, allowing foreign investors to buy real estate in the Kingdom. Managed by the Real Estate General Authority (REGA), the platform is tied to the Law of Real Estate Ownership and Investment by Non-Saudis (Royal Decree M/14), which takes effect on 22 January 2026.
The portal opens ownership to foreign individuals — both residents and non-residents — as well as foreign companies, Saudi companies with foreign shareholders, and non-profit entities and diplomatic missions within designated areas. For 2026, ownership is permitted in specific zones across major cities including Riyadh and Jeddah, with special rules applying to Makkah and Madinah. Foreign residents may own a personal residence outside excluded areas, while Muslim foreigners may own property across the Kingdom, including Makkah and Madinah, subject to zone rules.
All ownership steps — searching, checking eligibility, applying, and registering — are handled through Saudi Properties as the primary access point. A title becomes effective only once it is digitally registered in the real estate registry maintained by REGA.
How the process works
Foreign companies must first register with the Ministry of Investment and obtain a national unified number via the investment platform before applying. Non-resident individuals must obtain a Saudi digital identity through Saudi embassies or consulates, then use it to access the portal. Resident foreigners simply log in with their residency (iqama) number for automatic eligibility checks.
Individuals confirm eligibility under the law, verify the property is within an approved zone, create a digital profile, upload the required documents, submit the request, and track it online. Once approved, they complete the purchase and finalise digital title registration with REGA.
The move is a significant step for expatriate residents and international investors who have long sought a clear path to property ownership in the Kingdom, aligning with the goals of Saudi Vision 2030.
