Saudi Health Coverage Reaches 97.4% Across Kingdom

Health service coverage across populated areas in Saudi Arabia has reached between 97.4% and 97.5%, Coverage of geographical areas and population clusters stood at 97.4% in 2024 and is reported at 97.5% by the end of 2025, including remote regions.

Basic healthcare coverage for Saudi citizens is now 100%, while overall coverage for the Kingdom's total population is reported between 95.9% in 2024 and 96.2% in 2025. Public healthcare services for nationals remain free or very low cost, funded by the Ministry of Health and covering hospitals, clinics, outpatient services, dentists, pharmacies, and rehabilitation.

Progress under Vision 2030

The Health Sector Transformation Program, part of رؤية السعودية 2030, has surpassed its interim targets, exceeding the 2023 goal of 88% and reaching 97.5% coverage by 2025. This progress has been driven by an expansion of primary healthcare centers, mobile health units, and telemedicine platforms, including the SEHA Virtual Hospital.

A national state-funded health insurance program for all Saudi citizens is planned for full rollout by 2026. The scheme is designed to offer lifetime coverage with no annual renewal, no specific benefit ceiling, and streamlined access without prior approvals. It is state-funded rather than paid through individual premiums, and enrollment is described as automatic for eligible citizens, focusing on those not already covered by other health programs.

For residents and citizens alike, the figures point to steadily improving access to care across the country. Saudi Arabia's universal health coverage service index reached 74% in 2021, with more recent reporting placing the Kingdom among high-coverage countries. No new per-visit fees or citizen co-payment schedules have been announced for basic government-provided healthcare services.
