New Portal Lets Foreigners Buy Property in Saudi Arabia

A dedicated Saudi Properties portal operated under the Real Estate General Authority (REGA) is now active, giving foreign residents and non-resident investors a single official channel to search for and apply to own real estate in the Kingdom. The portal is the mandatory route for all applications by non-Saudis to own or dispose of property covered by the foreign ownership law and its implementing regulations.

The portal is open to both non-Saudi individuals and companies. Before applying, foreign individuals must first obtain a Ministry of Interior–approved digital identity, open a Saudi bank account in their own name, and register a Saudi mobile number linked to that identity. Corporate applicants must hold a unified commercial number (700), and all personal data and supporting documents are uploaded through the portal for review under REGA regulations.

Access is linked to national digital identity systems, with نفاذ and توكلنا used to verify identity and mobile numbers, while bank accounts must be held inside the Kingdom. Property transfers and notarization are completed electronically through the ناجز justice platform, which charges a separate electronic transfer fee.

How the process works

An eligible foreign buyer registers on the portal, completes a non-Saudi ownership profile with residency or investment details and source-of-funds information, then searches properties and zones permitted for foreign ownership. After selecting a property, the buyer submits an ownership application with the required documents, including ID, visa or residency data, a bank letter and a draft purchase agreement.

REGA then reviews zoning, ownership limits and compliance, and the portal shows approval, rejection or a request for more information. Once approved, the sale contract is executed and the electronic transfer is completed on ناجز, with the real estate transaction tax and applicable fees paid. The final title deed and registration are issued electronically.

For Riyadh and Jeddah's large expat communities, the move brings clearer, more transparent steps to property ownership and supports wider investment goals in the Kingdom.
