Saudi Arabia's updated Investment Law is reshaping how foreign companies enter the market, offering equal treatment to local and international investors and moving from the old licensing model to a simpler registration-based framework.
Under the new approach, investors generally need an eligible business activity, a valid home-country commercial registration, attested parent-company documents where applicable, and evidence of financial solvency or profitability where required, along with compliance with any sector-specific rules. Incentives are granted
The setup path typically starts with the وزارة الاستثمار for investment registration, followed by the relevant operating registrations with the Ministry of Commerce and other competent authorities as needed. In current guidance, the Ministry of Investment service fee is usually linked to SADAD biller code 108.
Fees remain in transition
Fee reporting is currently inconsistent. Some 2026 references indicate the Ministry of Investment's standalone fee is waived or suspended for most investors, while older schedules still list SAR 2,000 000 for a first-year investor services subscription and SAR 60,000 per year thereafter — commonly totalling SAR 12,000 in the first year and SAR 62,000 in following years. Investors are advised to confirm the applicable treatment case by case before budgeting.
For multinationals, the regional headquarters program remains a key route. Companies that establish their regional headquarters in the Kingdom to serve the wider region gain program benefits, with government contracting eligibility repeatedly identified as the main incentive.
For the community of expat professionals and business owners in الرياض and جدة, the changes signal a more streamlined and predictable path to investing in the Kingdom, in line with رؤية السعودية 2030.
