Saudi Non-Oil Revenues Hit About SAR 500 Billion

Saudi Arabia's non-oil government revenues reached approximately SAR 505 billion in 2025, marking a sharp rise from about SAR 166 billion in 2015 and underlining the steady shift toward a more diversified economy.

The increase reflects a decade of growth in revenues drawn from sources outside the oil sector, roughly tripling over the ten-year period. Momentum has continued into the current fiscal year, with non-oil revenue climbing about 2.4% in the first half of FY2026 compared with the same period a year earlier.

Looking ahead, the FY2026 budget projects total government revenues of around SAR 1.147 trillion against total expenditure of about SAR 1.313 trillion, leaving a deficit of roughly SAR 165 billion.

Why it matters for residents

The expansion of non-oil income is a core goal of the national economic agenda, aimed at reducing reliance on oil prices and building more stable public finances. For residents and businesses in Riyadh, Jeddah and across the Kingdom, broader non-oil revenues often accompany continued investment in services, infrastructure and job-creating sectors.

Sustained growth in these revenues points to an economy that is gradually widening its base, a trend watched closely by companies, investors and the wider community as the Kingdom pushes forward with its diversification plans.
