Authorities in Saudi Arabia have clarified the rules that allow individuals to import light vehicles weighing up to 3.5 tons directly through an online service, without needing a customs broker. The clarification sets out who is eligible, how many vehicles can be brought in, and what charges apply.
The service is available through the electronic portal under "E-services" → "Customs Services" → "Vehicle Import Service for Individuals." Applicants log in, select the service, enter the chassis number and vehicle details, and complete the import declaration online. Imports are limited to land and sea customs ports; air ports are not available for this service.
Charges and eligibility
A 5% customs duty applies to the vehicle's customs value, and a 15% VAT is applied to the total amount, including the vehicle value, customs duty and any other applicable fees. The customs value may be reassessed by the authority under the Unified Customs Law.
Saudi and GCC citizens, as well as premium residency holders, may import up to two vehicles in any 12-month period. Ordinary residents may import one private vehicle every three years, and that vehicle cannot be sold for three years from the date of entry — a restriction printed on the customs card and lifted only after three years or upon final exit from the Kingdom.
Imported vehicles must generally be no more than five model years old, excluding the current year. Vehicles over 30 years old classified as antiques are exempt from the efficiency and age payment. If fuel efficiency or permissible age criteria are not met, a financial compensation is due — a minimum of 20,000 SAR and no more than 50% of the vehicle value. Citizens and premium residency holders may import non-energy-efficient light vehicles subject to paying this compensation.
The updated guidance helps residents and citizens plan ahead, avoid unexpected costs, and complete the process directly online.
